Session: Phase C & H Ticket Cleanup¶

Objective¶
Review open tickets related to Phases C and H of the GIL Release plan and close items that are no longer needed after both phases completed.
Findings¶
Both Phase C (Batch Reading) and Phase H (Rust I/O + Parallelism) are FULLY COMPLETE as of January 5, 2026:
- Phase C: Completed in commit
61a62fda(C.0 through C.Gate) - Phase H: Completed in commit
6a9a6c33(H.0 through H.Gate) - Test Coverage: 152 total tests passing
- Performance: H.Gate benchmarking validates 2.5x+ parallel speedup achieved
